The answer to this question is to do some research on the N scale loco itself to see if it features a decoder already installed or not. Some N scale locos do feature decoders, and some don't. The ones that don't, operate on regular DC power. To make a DC loco operate under DCC, the end-user would have to purchase and intall a  decoder.

Also, since your question is about N scale, it belongs in the N scale froums. This forum is for the Williams by Bachmann O scale trains.
