The first thing I would try is cleaning the track and the wheels of the locomotive.  (Rubbing alcohol on a lint-free cloth works well if you don't have track cleaning fluid)

If that doesn't work try checking the rails with a voltmeter to be sure power is getting to them.

If you don't have a voltmeter you can touch a 9v battery to the locomotive wheels and see if they respond to that.

Are the locomotives new or have they been sitting a long time?  If they're old it's quite possible that the lube has dried out and the motors have seized.

Do you have any sound from the engines?  Humming indicates that power is reaching the motor but it is not turning.  Disassembly and manually rotating the armature (center turning part) of the motor may free it up.  If you lubricate it ensure you use a lubricant that is friendly to plastics and use a VERY SMALL amount.
