Why can't the large scale "Annie" be revised to these standards? I'd have another two if it were!

isn't it possible to replace the motor block and tender trucks? if this can be done, the rest doesn't seem so difficult.
Sure there are up grades but not our side of the pond and why shouldn't it be fully upgraded it's been around long enough
