I need to attach g scale track to plywood. would it be okay to drill small holes in the tie for a tiny nail or screw

It should not hurt it. Look and see if there are already some holes in the ties for that. You might have to look underneath the ties to see a small hole or dimple to drill out.

Not an issue, just be careful not to split the plastic.  I did the exact same thing last year for Christmas.
