if i buy a new steam engine shell form bachmann does it come with  the bell and whistle on the santa fe 4-8-4 shell

Look at the diagram page and you will see what comes with the loco.

You really ought to include more details in your questions.

Here's the shell supplied to one of Bachmann's steamer's.

Appears to come as it would with a new loco, less the drive train.
