lights on EMD SD45

Brand new Spectrum  Northern Pacific #3615 EMD SD45. Are these supposed to have working lights? Mine aren't working. It's on a DC track.

I have never run a diesel on DC, only DCC. Been a few years but I do recall I had to select the lights with the NCE Power Cab. Others will comment. Never ran a Bachmann Spectrum though. Mine had Tsunami.
