My guess is a Grumman body on a Ford chassie built in the late 70's or 80's for of coarse the RF&P.

Hmm, Is it used to refill the rail greasers? I know amtrak had some very similar if not identical ones.

No, A P-5A has 6 middle trucks. Although, I don't think it's a full GG-1 either. It has those funny paralellogram-shaped side grills that I don't think are on a GG-1.
