Bachmann Power Pack Hook up

I just purchased a Bachmann power pack (Model #44213) (used, no manual/instructions) and can't for the life of me figure out how to power my Bachmann track. I realize what looks like a railroad tie clips to the track somehow, but I haven't figured out a way that looks right. I'm afraid to force the clips and break them.

Any help would be greatly appreciated.

Hook the tip (part opposite the wires) on the outside of one track from underneath, and pull up til the other side clicks in.  Then plug in the wires and it should work, if it is not broken.   Make sure no wires are broken or loose.  Make sure the power is actually on, if the power is on and the train won't go it may be your engine. 

Lots of possibilities, Try a few things and let us know how it is going!
