How do you change the whistle on a DCC Sound steam engine?  :-[

It depends on the decoder, read the manual for your particular decoder.

The CV 115 is used for whistle selection, cv 129 for whistle volume

I know on my DCC/SOUND i use my bachmann e-z dynamis controller and the FX key is F19 for changing the horn and F18 for bells (at least on my digitrax decoder) i dont use CV's

How do you get to CV's on E-Z Command (just the regular controller)?

you have to have a more advanced system like the NCE power cab or Digitrax zephyr. Take it to a friend who has a better system or the local hobby shop and see if they can help you.
