Climax #3 sound

My new Spectrum Climax loco, has a very weak sound.  The only loud sound is when the boiler blowdown is activated.  I have tried the "Black Box" by MRC, the EZ controller by Bachamann and the "Blue Line" unit, for setting the "CV" values.
Nothing works to increase the sound.  The Spectrum Set up Guide, refers to a
volume control, if so where is it located?  My Spectrum Shay is also on the weak
side, but has more sound effects that can be heard.  These are both HO.

Any ideas or help will be appreciated, in solving these problems.

The volume control is in the software for the decoder. Download the Bachmann steam users guide.
Oh, read it through also. Answers a lot of questions.
