Alco 2-6-0 Mogul electrical question...

I bought an Alco 2-6-0 for my son, and it was running beautifully until it derailed and tipped over. It seemed dead. I was almost ready to send it in for warranty work when I plugged in the tender and off it went. It seems fine as long as the tender is plugged in. Is it supposed to be this way, unable to run without it's tender? Is this a bug or a feature? (By the way, it's straight DC, no decoder.)
Any advice appreciated!

Yes.  It is supposed to be this way.  The tender plug must be fully seated (plugged in) for the locomotive to operate.
