N scale Gp40 dcc w/sound

Hello, im having trouble with a dcc gp40 loco. It doesn't have enough power or speed for my layout. Other Kato locos run just fine with plenty of speed. Could this be a matter of cv programing ? Any help would be greatly appreciated!!

I am also having issues with speed and power.  Also, the sound volume is very low -- how do I increase the volume easily?
