frog insulator?

I am brand new to model railroading and my layout is completely Bachmann DCC E-Z Track. I have purchased several DCC turnouts and contained in the all the boxes of those turnouts is a tiny piece of gray plastic, wrapped up, that is unidentified in the packaging and instructions. Google AI stated it is a frog insulator to protect from shorts. I would like to know what it is exactly, do I need it, and how and where to install it.  Help would be much appreciated. Thank you.

First off, sorry for the very late response. 
I had put away all of my DCC turnouts/switches after I went back to analog turnouts/switches.   In my rummaging for a short piece of track, I ran across those stored DCC switches I have.  That's when it hit me, regarding your question.  So here's that belated answer.

Frankly I'd expected the admin, would have intervened by now. But so life goes on.  Anyway, that piece of small grey plastic that you queried about is actually the cover for the programming button, suspect it's called "programming button cover".   
The DCC turnout instructions actually show this item.  DCC Turnout Instructions _{(click to goto Bachmann instructions)},  Don't feel bad, I even missed it on my own DCC turnouts (cause that little grey rectangle was still in its package, taped to the turnout container).

Lastly,
Google AI may be your friend, but it can make mistakes.  In this case it made a very big mistake.
This is why this forum is here, maybe to keep this and future AI's in line.

Google made a very big mistake. Why would you need a "frog insulator" for a switch where the frog is already insulated by design?
