While you can use the information for CVs 2, 3 and 4, not all the information in the Technical Reference Manual I gave you is applicable to the Sound Value decoder, which is the SoundTraxx type decoder factory installed in your locomotives.

The low speed of the diesel seen in the video is obtained by optimizing (but not limited to) the setting in
CV 10 Back-EMF Cutout
CV 209 Kp Coefficient
CV 210 Ki Coefficient
CV 212 Motor Control Intensity
CV 213 Motor Control Sample Period
CV 214 Motor Control Sample Aperture Time
There are different techniques one can use to optimize these CVs, which is done for a specific locomotive. SoundTraxx cover a Strategy for CV Optimization in the Advanced Programming section of the decoder User's Guide.
