Title: dark gray powder

I have this 2-8-0 consolidation steam for 1 year, wondering what this plastic bag with dark grey powder is for? Is it for steam...

It is simulated coal. You can put it on the coal load or around the tender deck. If you do make shure to glue it down though so that it dosen't get into the gears.

I use a small modelers paint brush with some white glue in it. Carefully paint the existing coal load and sprinkle the power on the wet surface. Don't worry if a little glue and coal is off the coal load a little. Some spillage could be present. Some hours later, lightly blow on the load to remove power that did not stick. Others may comment on their experiences.
