I believe its supposed to be a Generic American Commuter Railroad plastered onto a Chinese Coach...

In fact, it's a generic American Road name applied carefully to a Chinese prototype coach that is being exported worldwide.

Pick an end and cut out windows on the sides. You'll need a cab car for them to run in commuter service.
