Keep in mind that a typical home is VERY small. N scale is more popular than HO.
HO scale is 1/80 in Japan vs. 1/87 for the rest of the world (makes their meter gauge larger to run on standard gauge track).
Plaza-japan on Ebay; they ship worldwid, and an excellent reputation.

You are missing the point, Volts lives in the Phillipines where shipping is expensive because the mail isn't reliable, so you have to send things via other carriers which costs well over $100 for a small parcel. He is visiting Japan, so he is really looking for hobby/train stores that sell U.S. equipment, not Japanese.
