I think they will make a Trevor the traction engine road vehicle soon because he is one of the most popular out of the series line.

Why would it be in a set?
I know why they would put it in a set and which set it would be in it would be Edward with some freight cars and the brake van with Trevor because Edward found Trevor in the series.
But why exclusively to a set? Harold, Bertie, Terence etc. Are all sold individually.
As would be Trevor if he were to be released, without a doubt.
Probably later but when he first appears he will be in a set reason being Edward saved him from scrap in one of the episodes and he has been a part of the railroad ever since so I think Bachmann will make Trevor.
He will not be released in a set first. Terence first appeared with Thomas in "Terence The Tractor" but he wasn't released in a set. The only off-rail characters that were, were Bertie and Harold in one of the sets that introduced the range. This set is still available. BACHMANN doesn't really do themed sets like that, not even for engines so I doubt they will do one for a small character like Trevor. If Trevor is released he will be released in the same way as Terence and all the rest before him, separately.
They should do a set, Thomas and Terence, with Thomas, his snowplough, Annie and Clarabel, and Terence.
And they should do Thomas and Bertie's Great Race, with Thomas and Bertie, and track and road!
And Percy and Harold, with Percy, Harold, some frieght cars, and a unique driver for Percy!
And salty and cranky wouldn't hurt, either!
