My dt 400r is not sending radio waves. The radio works on my ut4r but not on my dt400r. Please help

My ut4 radio equipped model is not working when i put a 9 volt battery in. The battery worked fine in my dt 400 radio.  My ut4 radio is showing green at first in the status circle but then i turn the loco address bar while its plugged in (because it wont worked if you dont plug it in) but then it changes to red.
any suggestions

where do you put the the different colored wires for on the engine. Can you tell me the colors. It says P1- P8 skipping P3. Can you help Me I have to give to a friend in like 3-4 days.

Has any body heard, besides me, that NMRA changed the standerds for DCC controlers. I read it in a manuel for my new SD-7/9. It says  * Quantum supports the new NMRA 0-12 function key standard; the old 0-8 standard does not apply. I read that right under the sound list. I have a EZ command and was wondering if there was a way to change it.

Can you use the utility throttle with the Zepher? The utility throttle says it works with any item with loconet. Do you need to buy something else? It also said 2 extra out puts for extra control. Can I get as much info today
