check the polarity of the wires connected between the controller, and the track. Other than that, inspect the wiring of the E-Unit (reverse board), and the wiring of the sound board. Make sure there are no loose or disconnected wires.
If a wiring diagram was included with your electronics, check that the correct wires were connected to the correct terminals.
If this does not solve the issue in question, I would suggest sending the loco to Williams by Bachmann.
Chances are, that the sound board might be faulty, if the sounds only play, while the loco is in neutral, and not while the loco is is in motion.

Remove the shells of the locos, look at the internal wiring and the electronics. Check for any loose or disconnected wires, and check for any problems with the electronics.
Williams by Bachmann does sell replacement electronic reverse boards (E-Units), so if the problem is with the reverse board, then you might need to replace it.

Ok.
Try changing the polarity, either at the horn circuit board, the track, or the controller. See if any of those, will remedy the horn problem.
Also check for any wires that might be loose, pinched, or not connected, as that will cause intermittent operation, or no operation at all.

Sounds like it might be a polarity problem., so changing the polarity might be a solution.

Alternately, you can sen your loco to the WBB service dep't. They might be able to diagnose the issue and fix the problem with your loco.

Usually, the motor of the loco is housed under the shell, so removal of the shell is necessary.
Once the shell is off, there should be some sort of motor mount, held in place by screws, that secure the motor to the frame.
Removal of the motor mount screws should make it possible to remove the motor, in order to grease the helical gear (known as a 'worm' gear)

Hi There.
While I don't own a Lionel Sound Activation Button, you would have to do Trial / Error, to see if that would work.
The other option, would be to connect a Double Pole - Double Throw toggle switch, which would change the polarity, and therefore change which sounds the engine makes.

Unfortunately, the Williams by Bachmann Peter Witt trolleys were not equipped with a direction lock switch.
It may be possible to install one, though. A small switch from an electronics store would be sufficient, but you would have to properly wire it to lock the trolley in forward (or any direction you desire).
