Just purchased a RS-3 with soundtrax sound valure what cv do I have to change to change direction and what cv,s to activate movement horn signals.
See dcc sound literature posted on this site ,or go to Soundtraxx and look up Bachmann factory installed sound locos. Turn the throttle up to get it to move and push the reverse button on your controller to make it go in reverse.Please if your have a question regarding cv's ///your going to have to be specific of your needs if you wish to get what you are looking for. ;D

What DCC system are you using?
Normal Direction of Travel (NDOT) of the locomotive
The Sound Value decoder in your RS-3 is set for correct Forward and Reverse direction of travel of the locomotive as selected by the Direction Key on the DCC controller. If you wish the locomotive to always move opposite that selection -- Click Here (http://www.bachmanntrains.com/home-usa/board/index.php/topic,30860.msg227941.html#msg227941) for answers the last time you asked the question about NDOT.

Mine was set up for normal direction as short hood leading, which is NOT correct for the vast majority of RS-1, RS-2 and RS-3 production locomotives. I don't know how everyone elses was set up.

An aside ---
If any Bachmann Sound Value decoder equipped HO diesel locomotive is not running correct hood forward, I suggest swapping motor leads at their connection to the PCB.
I don't think the guy is really looking for "CV's", I think he is trying to run his engine and blow the horn. All controllers have a reverse function, and functions 3 and 4 blow the horn.

Believe you intended to write - functions 2 and 3 blow the horn
F4 is Not Applicable as the RS-3 comes out of the box
