I found a bachman 2-4-2 union pacific #19. Was this engine parts of a set.

Yes the UP #19 was in the following set:

Notes: Wood burner, Catalog set from 1989 to 1992 Combine was not lighted & Trucks were black instead of silver.
I always liked that locomotive, but they were known for gear problems.
