How can I run a analog Porter 0n30 on my EZ Command system?

Use address 10.  Details are in your E-Z Command manual.

Expect the locomotive to be noisy.  Running the locomotive on a DCC system should not hurt it but leaving it stopped on a DCC powered track may.  Some DCC systems, including E-Z Command allow you to run one analogue locomotive along with your digital locomotives, but the system for doing so is less than ideal.  If you are running this locomotive by itself, you would probably be happier running it on dc.  If you are running it along with digital locomotives, you would probably be happier if you installed a DCC decoder.
