I got an email with the offer of 20% off on parts. I get to check out and everything is fine until I give my credit card info, after clicking to pay with credit card it comes up with "cant' do Paypal." I have not even tried to use Paypal as I don't have an account with Paypal.
The guy on the phone said he was referring this to the IT department for investigation as it did the same thing for him.

I would like to be able to buy some parts with the discount.

The Lionel sound activation button should work. If it don't work wired in the correct way for the bell sound wire it in reverse, but always have it wired to the positive terminal of the transformer.

Wyatt, you have more engines in Williams then I do. I have about 12 Williams engines and 2 WBB engines. The Williams engines run great, have not had the WBB engines long enough to give an honest answer.
I have 2 of the newer E Z Street vehicles and they run good.

They look very nice Wyatt. Are both A units powered?

I bought a set of Williams F-7's ABA a while back and only one engine was powered. So I bought the power up-grade kit for the second A unit F-7, there was a speed difference in the way the 2 powered engines ran, so I swapped shells with another older F-7 that was powered and solved the issue that way.

Just curious, did you ever solve the problem? Are you able to post a photo of the transformer?
The Bachmann site don't show the transformers listed for sale and numbers don't mean a thing if Bachmann has no information on them.

Have you used a digital volt or amp meter to find out?
Usually most Williams engines have a 6 amp circuit board installed, if that helps you.

If your SD-90 is still under warranty call Bachmann by phone! Don't email them, call and talk to somebody.
I would let them fix it before I attempt any repair.

Can you test your track? Take all train items off the track and see what happens. If good add one item at a time(engine,  freight car, or passenger car) and test with the transformer to see what happens.
You might have something shorting out, even track can short out if the spacers are not good or the center ties touch the center rail.

Is that an E Z Streets transformer? If so it does not have enough power for more then 2 E Z Streets cars, and won't power a Williams engine! Try using a transformer with 80 watts of power like the Williams or Atlas transformers.

I agree that there is a limited paint scheme or roadnames in the GP-30's. How about some railroads from Pennsylvania? Names like; Reading Lines, Reading & Northern, Pennsylvania.

Check the wires at the pins, you may have a loose wire in one of the pins. I am not sure where to buy a new 4 wire harness.
FYI; I have bought a couple of 2 wire harnesses at a model airplane hobby shop to use with my diesel engines for continuous power supply when using 2 powered engines together. The wire harnesses can be rated for 5 amps as usually you won't need that much power under normal running.

A lot of stuff has been trial and error. Lionel's trucks are all over the spectrum as far as size goes.
Try www.diecastdirect.com for 1/43 scale items.
Plasticville is underscale for O gauge trains, but mainly all the same is size.
