I have a Bachmann 4-4-0 Steam Engine,that I cannot get the main drive
wheels to turn.Being new to model trains I need to ask a question.I have
noticed that there is a plastic ring above each of the drive wheels does
this ring keep the wheels from turning,or do I have another problem?

Hi Arthur: Bachman offers 4-4-0 in 3 scales, HO, ON30 and G, if you tell us what scale you have it will help in identifying your problem.

The engine is a HO Model.

Dear Arthur,
Now we're halfway there. Is your loco the Spectrum model, or the Standard line 1870s model. If the latter, you probably need a drive shaft, as the motor is in the tender. Our service department can supply one if this is indeed the problem.

The engine is a 1870s because the engine is not in the tender.

P.S. Is there any tests I can make to find out if it is indeed the drive shaft.
