Is there a recommended limit to how many decoders can run on the basic Bachmann DCC system? Also, how many for the new 5 Amp system?

You can run as many as you want. The current draw on the system is not a function of the decoder, but the motor the decoder is driving, and the current draw will vary depending on operating conditions.
