For a beginner:  What's the difference between "Bachmann Big Haulers" and "Spectrum"?

Big Haulers were developed back in the LGB days and built to look good running with those products - they fall between 1/22 and 1/24th scale.
The Spectrum Large Scale locos and cars are Narrow Gauge finescale locos and rolling stock scaled to run on 45mm track - the scale works out to 1:20.3

I'm befuzzled! What scale humans are appropriate as passengers in the Jackson-Sharp cars?  They're sold as appropriate for the 1.20.3 engines but arrive in Big Hauler boxes.

The actual size difference between a 1/22 and a 1/20 scale figure is pretty minor - people come in n different sizes and shapes whereas locos and rolling stock have pretty definite sizes.
