Dynamis uses IR light not radio signals unless your neighbor has super intense IR generators its unlikely from him, if your trying to use it outside in sunlight forget it.

place your receiver away from bright lights, line of site with the receiver works best it will catch some reflective light from walls and the ceiling if the colors are light.

Before you give up make sure to have new fresh batteries on the handheld transmitter.

Could that huge infrared transmitter up in the sky be shining in through a window and causing problems?  Does the problem happen at night?  How about early morning?  Any ham radios in your area?  How did you determine that your neighbours were using wireless devices at the times you were having the problems?  Interference from radio sources could be a problem but it is not very likely.  A leaky microwave oven or a faulty fluorescent light could also be the culprit, particularly if they were in your own home.  These things are not likely, but not impossible either.

More likely, as Jeff mentioned, is battery problems.  Running on flakey batteries  can cause all sorts of strange things to happen.  Throw in a set of fresh alkaline batteries, making sure all the contacts are clean and the spring is putting enough pressure on the batteries that they don't break contact when you more the handset around.
