Title: Adding Current Keeper/Keep Alive to Whitcomb Switcher

Wanting to add a "keep alive" to my Whitcomb switcher.
Those connectors on the side of the decoder...how do they operate? Spring loaded? Can't tell and don't want to rip something apart I am going to regret.
KA's patch into blue and black wires. I want to keep this operation simple and neat.

On the sound board, I found 2 open solder pads. One is marked ground, the other V+, am I remembering right from my electronics days that V+ is the same as common (blue in NMRA code parlance)?

Does anyone know which CV values to change 
 to slow down bachmann On30 4-4-0 its a little to fast even in speed step 128
