does bachman make them?
where can I get one?

Bachmann does not currently produce any non-powered locomotives in N scale that I know of. The last non-powered unit in N scale I recall is a Santa Fe F7 that came in a train set. Besides that, I don't think they have been made for 15 years at least, I checked a walthers n scale catalog from 2002 and didn't see any listed.

Easy to make one yourself.
Buy a donor lokie from a train show or auction site in the road of your choice.
Remove the motor and worms and the reduction gears in both trucks.
Done,  it's that easy.

I did that with an old dead gp40 I had
removed motor  worm gear and center gear in each truck
being wheels plug into other 2 gears had to leave them
with all of chassis being the weight and wheel really not running freely.

what ideas does anyone have

Yes, thats the same problem i had. It sounds real simple till you actually build one.

You might try removing the wheel (axle) contacts as well, if not rolling as freely as you would like.
My fault, I should have mentioned that.

Since I use DCC, what I did was to remove the the wheel set gears, and the track to motor contacts. Now they are free rolling and the motor gives it weight to say in place.

It was real easy, and I still may isolate the motor and add a decoder too them in the future.
If running DC I would have removed the motor, but kept the lights working.

I bought the two DC GP40's in UP colors from some place (can not remember now) that had a really good price on two of them.
