Title: Bag of coal

I've recently bought 4 locos which came with little bags of what looks like coal.
The preformed coal in the tender of the HO Shay looks realistic enough, so I m wondering what little bag is for.
Is it to sprinkle over the pre-formed?  Or to make a totally different, more realistic load?

(Sorry if this is a dumb question).

It is optional, just for a different look, you can use it as you see fit. Use a water-glue mixture to get it to stay.
