Title: CEC wall pack with speed controller

The speed controller appears to have a short in it.  You have top push down on the knob to get the train to go at top speed.  Is there a way to fix this?

that is not a short. if you had a short you'd be blowing fuses or at the very least your power pack would be hot.

it sounds like the rheostat which most power packs use as a speed control is not making full contact. possibly it is dirty. there is no way to fix this without opening the pack. is it still under warranty? if so your best bet is to let somebody qualified look at it. opening the pack without taking precautions can result in a very nasty shock.

If that is a Bachmann power pack, most probably the control. The Bachmann power pack I have seen inside does not have a variable resistor. The transformer has many taps and a contact on the control picks up different windings on the transformer for speed. I cannot post the photo here. It will be removed quite rapidly.
