Can I operate a Bachman On30 DCC equipped engine on a DC layout?

Yes. When you first start the loco from a dead stop, you may (or you may not) notice a very slight hesitation, while the decoder interprets whether the power it's receiving is DC or DCC. Otherwise, operation of an analog-enabled DCC decoder is pretty much the same as a regular DC loco. However, using a DCC controller gives you access to the other advantages of DCC, such as separate head light control, finer speed control, plus the ability to run multiple locos independently, even when they are in the same block or siding.
