I need the information sheet that comes with the DCC On Board 4-8-4. Thanks.

All instructions are in the Information pages.
For more details, look in the Parts page for your model.
There are different model 4-8-4's. I picked the one labeled HO 4-8-4J DCC EQUIPPED. It has the EZ Command decoder. A very basic decoder. The CV values are in the DCCC section.
You can see it is capable of being set up for sound.

Take your time looking through all this site. There is a lot of good info new people miss.

You can easily plug in a smaller quality decoder. Cut the caps. They will have a C prefix.
Don't be concerned about what looks like two green resistors. They are 4.7 microhenry inductors. They will be marked with a L prefix. Zero resistance.
Some Bachmann locos they are wire wound.
Some are hidden in the loco under the cab with the caps.

Bachmann does not print those. Someone will have to tell you if they have done it. Many just follow the sheet. That is model railroading.
You might try searching the HO forum.
Like I said, you are in the wrong forum.
Look at the search options. You might find something.
Even a Google search could work.
