My guess is it is just a control unit for dcc.

The locos are equipped with Bluetooth receivers. Other manufacturers have attempted to do smart device control with WiFi technology which required a router, a track interface unit, laptop, etc... With Bachmann EZ App locos you download the control app, place the loco on the track and that's it. It is not DCC although it is compatible with DCC. You can run these locos with a smart device on the same track as your DCC locos.
