Do you need to hook up the E-Z Command Control Center to your computer to change whistles on Soundtraxx Tsunami, and do you need a special program? ???

You can't hook up the E-Z Command to a computer. Buy a non-basic DCC system and you'll be in business. The E-Z Command wouldn't be only $50 if you could program advanced CVs.
If you can get access to a computer interface like JMRI Decoder Pro(which is free), Soundtraxx programming is much easier. Tsunami programming can be somewhat intimidating at first go round. Trying to remember the long lists of CV's they use can be a real effort. that being said if you read all the Tsunami literature and write down exactly what you want to do they can be programmed with a non starter DCC set up such as a Digitrax Zephyr. Adding a hand throttle like the D-400 makes it easier still. I make these references references because that's what I use, It's by no means the only nor necessarily the best system. Most train shops will have a DCC set up and will help you get through programming your loco. Many won't ask much in return, since they would very much like you to return and shop with them.
