Title: Decoders in engines

How much programming is available on these for fine tuning engine speed?

It depends on which decoder.  If it is a Tsunami technology decoder which is used with sound locomotives, then there is a great deal of adjustment available including Vstart, a speed table, acceleration rate and deceleration rate.  Then there are the BEMF adjustments.  In all, there are something like three dozen CVs that affect speed in one way or another.
