If you are trying to repair a can motor, it is usually cheaper and much less frustrating to simply replace it.

Motors that cannot be replace can often be rebuilt but usually need more than just brushes.  When the brushes wear out, it is often because of a worn commutator.  If a worn commutator is not properly turned and undercut, the new brushes will have a disappointingly short life.  If brushes for an old motor are no longer available, it is often possible to turn down larger brushes to fit.
