Title: Testing a DCC decoder without a load?

I am trying to use an extra Bachmann decoder that I have laying around to control the lights on a dummy loc, i.e. no motor.  Is it possible to use only the light function and leave the motor wires disconnected?

Yes. You can use just the function outputs. You can even put sound in
a dummy loco if you don't have room in your powered unit. Just make
sure you've tied down and separated the motor wires so you don't
develop a short.

You can but put a 100 ohm, 1/2 watt resistor on the motor leads for a load. I had to do that as many others do the same thing for a none loco application.
