I am assuming the SPECTRUM 2-8-0.

If it is the old, out-of-production, Standard Line 2-8-0, it is beyond help.  Get rid of it and buy a SPECTRUM.

If it is a SPECTRUM:

The first thing to check is if the drivers are in quarter.  Quarter is how steam locomotive drivers align.  One occasional problem with the SPECTRUM 2-8-0 is that the friction fitted drives can twist out of quarter.  Re-quarter and try to run it again.  If the driver will not stay in quarter, there are various options to repair, such as use of Loc-Tite, or you could always invoke Bachpersonn's warranty.

Sometimes, the factory screws on the cover plate that holds the drivers in place too tightly.  Back out the screws a flick of the wrist and try to run it.

Make sure that the valve gear and rods are properly aligned.
