Look up custom painters for brass, they do plactic and diecast engines too, though be aware a good paint job on one engine can bring a hefty price. Even mediocre paint jobs are in my opinion pretty pricey, the trick is learning how to do it yourself.

Now the intricacies of painting and renumbering an engine->
Does paint need to be stripped?
-cost of paint stripper
-careful attention towards not destroying part while stripping(plastics) service+
Good paint needs primer, especially on metals
-cost of primer
-spraying primer evenly *service+
Base coat
-usually a flat or a satin finish
-cost of that
-service+ for painting
Gloss coat for decals
-cost of that+service
Decaling
-cost of decals
-cost of decal set
-locating the right decals for the job
-service+ all the work put into applying decals
Finishing coat/weathering
-cost of that plus service....

Basically not going to be cheap if someone does it for you, also somewhat cheaper but still pricey doing it yourself if you do it the RIGHT way. And this isn't an overnight project, it could take a week if not more.

Of course you can do what you want, I'm just throwing all that out there.
