This is a DCC enabled tender. Was given to me as gift. Would like to know more about it. Need help.
It is not DCC enabled, it is DCC ready. They don't come with decoders in them, they just make it easier to add decoders or swap tenders with other Bachmann loco's that use the 6 wire "umbilical cord" between the loco and tender.

As Skipgear said it's DCC ready, the small dimpled copper clips at the top center of the photo cover the holes where the decoder wires are soldered. Pull the clips, solder in a decoder.

That is the drawbar that connects the tender to the loco. The wires help transmit power between the loco and tender when not using the 6 wire connector.
Do you know who makes locomotive products that can be connected to the drawbar?
Anything Bachmann Spectrum and many of the newer standard line locos can be used. The tenders are designed to be replacements for Bachmann locos to change the look of a loco by going to different size/style tenders.
