This will vary from person to person and product to product. Some jobs will only require a screwdriver to open the loco and plug in the decoder. Another might need soldering, stripping wires, cutting wires, drilling for a sound outlet, milling the frame, making a spot for a light, mounting the decoder, etc. In essence, your question has no answer. However, if you have a reasonably complete set of model tools and a soldering gun or iron, you should be okay. But I'm sure there are jobs out there which will need something a good tool box doesn't contain and another where you don't even to open your tool case.

i assume this is related to your need to replace a fried decoder in a bachmann gp40?
if so at a minimum you'll need a small screwdriver set, a set of pliers to cut and strip the wire, a soldering iron and solder. recommended for the job in addition are some heat shrink tubing and/ or electrical tape.
also, you didn't ask but here's some advice that may save you some headaches. when installing the new decoder, don't disconnect all the wires of from the old decoder at the same time. if possible, transfer the wires to the new decoder one at a time, and double checque your work to make sure you've connected each wire to the correct spot. it is alot easier to make a mistake with a bunch of loose wires, disconnecting and connecting one at a time will make things easier to follow.

As you disassemble take closeup photos so when you reassemble you will have a guide to know what color wire went where and how each part goes to the correct place.
