I bought a Spectrum 3 truck shay about a year ago. I finally got my layout up and just took the shay out for the first time to run. While prepping it I found that the tender truck is locked in place and won't rotate. Is this just a packing issue? Is there a way to unlock it?

There is nothing wrong, the truck is locked on purpose. Here is a link to more info on it:
