The controller doesn't alter track power so no it can't control DC locos. It sends a command to the DCC loco. DC locos can't receive that command and act on it.

The technique of stretching the DCC signal zero bit is how a DCC system controls and runs a DC locomotive.

The Dynamis command station does not support Zero Bit Stretching  (commonly referred to as Zero  Stretching) of the DCC signal. However, the Bachmann E-Z Command Control Center and some other DCC systems do support it.

Although a few DCC systems can operate a DC locomotive it isn't a very good idea. The current on DCC tracks is higher than on DC tracks and it is really AC, not DC. Accordingly, a DC motor can easily overheat, even (or especially) if it is sitting idle on an electrified track. If you do run DC locos on your DCC pike, always keep them on dead tracks between runs. And watch the heat.

You'd do much better to convert your DC locos to DCC. Unless you also add sound, you can add a DCC decoder for not much more than you'd pay for the replacement motor you'll have to buy when you burn out the original one.

Just an FYI note, a dcc board will essentially convert the ac to dc before delivering it to the motor of your loco.

But he states he has a DC engine, so no it will not work as there is no "dcc board" in it.
