Title: Factory error problem

I was at a train show today, and picked up two of the Ice Cream Wagons, one of them is normal, and one of which turned out to be 'special'. The 'special' one I'm talking about doesn't have any wheels, or axles for that matter.
How would I go about getting this issue resolved?

Were they sealed in the original clamshell package?

You should contact the Bachmann Service department and return it for a replacement.

Random question, what becomes of factory errors such as these, like when they're missing parts, do they get their missing parts, re-packaged, and then get sent back out into stores?

looked at images, its no factory error, save for missing wheels. you can buy spare spoke wheels at local hobby shops. also see the bachmann parts store as well.

I would say missing wheels is a rather large factory error.  ::)
