Title: GP40 Motors with and without resistors

What is the reason for the GP40 motors that have resisters and those that do not.

The picture is mislabeld. Those are inductors, not resistors, and they combine with the capacitors in the picture to suppress electrical noise from the motor to meet EU standards.

The capacitors can create problems for some DCC decoders and should be removed if the motor will be used in a DCC equiped loco. The inductors can be left in place.

Look up the stripes. You will see they are inductors, chokes. Zero resistance with an ohmmeter.
I also used an LRC  meter. I use to work with tuned circuits in short wave years ago.
