just got a new starter set and built an inlarged double ovel but the system seems under powered.

Are you trying to run more than one train at a time? If you are, a starter set's power pack will probably not be enough. You can find a suitable one from many companies, I prefer MRC for DC controllers. The Spectrum Magnum or something similar should work.

no this is only one unit and not even with cars attached.

which set is it? Also, what are some of the problems you're having with it?

It would help if you gave a complete description of the symptoms. "Seems under powered" doesn't give us much of a clue to the problem.

If by underpowered you mean a slow moving engine,  check to see if there is a short circuit somewhere on the track.  Is there some sort of "Y"  where you connect the loops?  Just a thought.

New set. Chattnogga set,. I have expanded the basic track to a larger ovel with two switch tracks with a small ovel inside the larger. The train runs slow and tends to stop and start at different points on the track. I have checked the track and all the connections look good.

This is worth a shot,,my new set behaved like that too at first,,
you will need the following

1,medicinal/isopropol/ rubbing Alcohol or Goo-Gone, both are easy to find.
2, an old t-shirt.

fold up or wad up the t-shirt so it is easy to handle.
soak part of it with alcohol or goo-gone.
Clean the Tracks,,and the wheels of the loco.

You will need to do this frequently during the locos break in time.
