I received a new steam locomotive with no directions.

"ho" 2-8-0 LOCO-DCC Equipped
W.M. #761 Fireball

What is the black powderpacket for...steam? If so, how is it used?

The black powder pack is coal, not for smoke but to add to the coal load or put on the cab or tender deck.
