What is the best way to insulate Bachmann HO EZ-Track or the best product to insulate rail?

Try the Peco insulated railjoiners. They have a lower profile than the Atlas and fit snugger.

Another option is to use a razor saw or cut-off disk to simply cut a gap in the rail. You can keep the gap from closing up by using ACC to glue a little piece of sheet styrene in the gap. Trim the styrene to the shape of the rail after the glue has set. This method TOTALLY disappears once you've weathered and balasted the track

Walthers sells Peco track, so you could order direct, or go to any Walthers dealer and have them order for you...or just poke around on the web and see what you can find. You could start here:
